Nelson Launches Household Plastic Bag Collection Pilot

 

Nelson, New Zealand, is set to introduce a new recycling system for plastic bags and soft plastics with curbside collection starting this October. The pilot program will run for six months.

This week, the Nelson City Council has sent out letters to 140 households, encouraging them to register for the new plastic bag collection service. This initiative, marking the first of its kind in New Zealand, involves collecting plastic bags directly from homes, a departure from the existing system where clean and dry plastic bags are deposited into recycling bins at supermarkets.

Lyn Mayes, a specialist in soft plastic recycling, noted, "Nelson already has a high participation rate in plastic bag recycling." She expressed optimism that the new system will further improve recycling rates in the region.

The approach has been previously implemented in the UK and Australia, where it proved to be significantly more effective than voluntary recycling efforts. Households that sign up will receive orange recycling bags. Once these bags are full, they can be placed curbside for collection on a separate day from regular trash pickups.

Collected plastic bags will be handled by EnviroNZ and transported to Future Post in Blenheim. There, the recycled materials will be transformed into fence posts for vineyards and farms, as well as garden items.

Nelson Mayor Nick Smith commented, "We hope this system will reduce the amount of plastic ending up in landfills and increase recycling rates." The city's proximity to the Future Post facility, combined with its already high participation in plastic bag recycling and strong local support, made it the ideal location for the pilot.

Rob Langford, Director of the Packaging Forum, highlighted, "New Zealand’s plastic recycling rate stands at a mere 17%, the lowest among OECD countries. Investing in recycling infrastructure and improving plastic recycling rates is crucial."

Households not participating in the pilot can still contribute to recycling by using plastic bag recycling bins available at various retail locations.

넬슨시는 이번 주 140개 가구에 비닐봉지 수거 신청을 권장하는 안내 편지를 발송했다. 시범 기간 동안 집 앞에서 비닐봉지를 수거해 가는 방식으로 운영되며, 이는 뉴질랜드 전역에서는 처음 시행되는 것이다. 기존에는 비닐봉지를 깨끗이 세척한 후, 슈퍼마켓에 비치된 재활용 통에 버리는 방식으로 재활용이 진행되었다.

연성 플라스틱 재활용 전문가인 린 메이스는 “넬슨에서는 이미 비닐봉지 재활용 참여율이 높은 편”이라며, “이번 시스템 도입으로 비닐봉지 재활용률이 더욱 향상될 것으로 기대된다”고 말했다.

이 시스템은 영국과 호주에서 이미 시행된 바 있으며, 이러한 방식이 자발적으로 재활용에 참여하는 것보다 훨씬 효과적인 결과를 보여주었다. 참여를 등록한 가정에는 주황색 재활용 백이 제공되며, 이 백이 가득 차면 집 앞에 내놓으면 된다. 단, 비닐봉지 수거는 일반 쓰레기 수거와는 다른 날에 이루어진다.

수거된 비닐봉지는 EnviroNZ가 담당하며, 블레넘의 Future Post로 운송된다. Future Post에서는 이 재활용 자재를 포도원 및 농장의 울타리 기둥, 정원지 등으로 재탄생시키는 작업을 진행한다.

넬슨 시장 닉 스미스는 “이 시스템을 통해 비닐봉지가 매립되는 것을 줄이고, 재활용률을 높일 수 있기를 바란다”고 전했다. 넬슨시는 Future Post 공장과 가까운 위치에 있으며, 이미 높은 비닐봉지 재활용 참여율을 보이고 있어 시범 도시로 선정된 이유가 된다.

패키징 포럼의 롭 랭포드 대표는 “현재 뉴질랜드의 플라스틱 재활용률은 OECD 국가 중 가장 낮은 17%”라며, “재활용 인프라에 대한 투자가 필요하고, 특히 플라스틱 재활용률을 높이는 것이 중요하다”고 강조했다.

비닐봉지 수거에 참여하지 않은 가정들은 다양한 매장에 비치된 비닐봉지 재활용 통을 이용해 재활용에 참여할 수 있다.
