New Zealand Calls for State Bank Capital Increase to Break Australian Bank Duopoly

 

New Zealand's antitrust authorities have sharply criticized the dominance of Australian banks in the local market, advocating for an increase in capital for the state-owned bank to enhance competition. The New Zealand Commerce Commission, in a recently released report, revealed that Australian banks control 90% of the country's deposit market.

According to the report, the four major Australian banks—ASB Bank, the New Zealand Bank owned by the National Australia Bank, ANZ, and Westpac—dominate the market and are generating substantial profits. This dominance has created an environment where smaller banks struggle to compete. The report noted that these banks focus solely on maintaining market share and protecting profitability, with little strategic differentiation, resulting in minimal competition.

In response, the report recommends that KiwiBank, New Zealand’s fifth-largest bank, should undergo a capital increase to bolster its competitiveness. Currently holding a 7% market share, KiwiBank needs to enhance its position to challenge the major players. Additionally, the report stresses the need for strengthening an open banking system to allow consumers to easily switch banks and access third-party financial services.

However, the report did not include extreme measures such as the dismantling of Australian banks. Nicola Willis, New Zealand’s Finance Minister, stated that the recommendations would be addressed urgently. Willis emphasized that "securing growth capital for KiwiBank is crucial for it to exert real competitive pressure on the Australian banks."

보고서에 따르면, ASB은행, 국립호주은행이 소유한 뉴질랜드 은행, ANZ, 웨스트팩 등 호주계 4대 은행이 시장을 지배하며 높은 수익을 올리고 있는 상황에서, 소규모 은행들이 경쟁에 참여하기 어려운 환경이 조성되고 있다. 이들 은행은 전략적 차별화 없이 시장 점유율 유지와 수익성 보호에만 집중하고 있어 경쟁이 거의 나타나지 않는다고 보고서는 지적했다.

이에 따라, 뉴질랜드 내 5위 은행인 키위은행의 증자가 필수적이라는 의견이 제시되었다. 현재 키위은행은 뉴질랜드 시장에서 7%의 점유율을 기록하고 있으며, 증자를 통해 경쟁력을 높여야 한다는 것이다. 또한, 소비자들이 은행을 쉽게 변경하고 제3금융권의 서비스를 편리하게 이용할 수 있도록 금융정보를 통합하는 오픈뱅킹 시스템의 강화가 필요하다고 강조했다.

반면, 호주계 은행들을 해체해야 한다는 극단적인 방안은 보고서에 포함되지 않았다. 니콜라 윌리스 뉴질랜드 재무부 장관은 보고서가 제시한 권고 사항을 신속히 처리할 계획이라고 밝혔다. 윌리스 장관은 "키위은행이 호주계 은행들에 실질적인 경쟁 압력을 가할 수 있도록 성장 자본을 확보하는 것이 중요하다"고 덧붙였다.
