Government Unveils Amendment Proposal for Pet Bond System to Protect Tenants
The New Zealand government has announced the introduction of a new Pet Bond system aimed at safeguarding tenants. Henceforth, landlords will be empowered to demand additional bonds from tenants who own pets.
Under the new scheme, landlords can add up to two weeks' worth of pet bond to the existing security deposit. Accordingly, tenants are expected to pay a maximum of four weeks' worth of deposit along with a potential two weeks' worth of pet bond.
Moreover, tenants will bear responsibility for any damages caused by pets, and they cannot keep pets without the landlord's consent. These changes are aimed at preventing damages beyond reasonable wear and tear caused by pets.
Currently, approximately 64% of households in New Zealand own at least one pet, with survey results indicating that 59% of pet-less households express a desire to own pets.
Chris Bishop, Minister for Housing, welcomed this policy change after discussions with the Property Investors Federation on the issue. He clarified that regardless of the number of pets, the pet bond will be capped at two weeks' worth of deposit.
The proposed amendment is set to be submitted next month and expected to be enforced by the year's end. Minister Bishop emphasized that those who keep assistance animals due to disabilities will be exempt from pet bonds.

또한, 세입자들은 애완동물로 인한 손상에 대한 책임을 져야 하며, 집주인의 동의 없이는 애완동물을 키울 수 없다. 이러한 변경 사항은 공정한 마모를 넘어선 애완동물로 인한 손상을 방지하기 위한 것이다.
현재 뉴질랜드의 가구 중 약 64%가 최소 한 마리의 애완동물을 소유하고 있으며, 애완동물을 소유하지 않는 가구의 59%가 애완동물을 키우고 싶어한다는 조사 결과가 있다.
크리스 비숍 주택부장관은 부동산 투자자 연맹과 이 문제를 논의한 후 이 정책 변경을 환영했다. 그는 애완동물 수와 상관없이 펫본드가 최대 2주치의 보증금으로 제한될 것이라고 설명했다.
이번 개정안은 다음 달에 제출될 예정이며, 연말까지 시행될 것으로 기대된다. 또한, 장애로 인해 보조 동물을 키우는 사람들에게는 애완동물 보증금이 적용되지 않을 것이라고 비숍장관은 강조했다.
