New Family Support Initiative (FamilyBoost Childcare Subsidy) to be Implemented from July, Providing up to $75 per Week
According to the announcement made today by Finance Minister Nicola Willis, the new family support initiative, the FamilyBoost childcare subsidy, is set to be implemented from July 1st this year. This subsidy will not be provided bi-weekly but rather once every three months, and parents will need to apply through invoices from childcare facilities.
This policy fulfills a campaign promise by the National Party, which pledged a 25% rebate on childcare costs up to $75 per week ahead of the last election. Repayments for households earning between $140,000 and $180,000 will gradually decrease, with households earning over $180,000 being ineligible.
Minister Nicola Willis estimates that approximately 21,000 households will qualify for full payments, with around 100,000 households expected to benefit from this policy. Applications will commence in September, with applications for the previous three months (July to September) starting from October 1st.
Under this plan, expenses incurred by parents in caring for their children will be reimbursed, with each parent required to submit separate invoices. Additionally, expenses incurred in caring for children living together with parents are also eligible for reimbursement.
The government is set to provide further information after the budget announcement on May 30th, with Finance Minister Nicola Willis announcing this decision following a Monday cabinet meeting with Prime Minister Christopher Luxon. Luxon explained that while the policy was announced in the budget, it was disclosed early to allow officials to begin work before July.
Furthermore, it was stated that this plan, including invoices from ECE providers, will be submitted through the IRD via the myIR website, and household income will be calculated based on the preceding three months of actual income.
While acknowledging that this policy may have an uneven impact on Maori and Pacific Islanders, it was noted that it is also expected to affect Europeans and Asians who bear a heavier burden of childcare costs.
Simon Rae, the representative of the Early Childhood Council, mentioned that this measure would provide reassurance to parents facing rising costs. He anticipated that FamilyBoost would stimulate demand from parents, benefiting the entire sector.
Rae welcomed the consultation period for proposed changes, emphasizing the need for a simple process to ensure that parents can easily claim rebates.
While acknowledging that these support measures are a significant step in the right direction, the necessity for a review of extensive funding support was emphasized.
