In the heart of global democracy, New Zealand has emerged as a beacon, claiming the 2nd spot among 167 countries worldwide in 2023. According to the 'Democracy Index 2023' released by the United Kingdom's 'Economist Intelligence Unit (EIU)' on the 15th, New Zealand scored 9.61 out of 10, establishing itself as a global leader in democracy.
Since 2006, the EIU has been evaluating 167 countries worldwide, considering five core areas to calculate the level of democratic development. The rankings reveal that Norway, maintaining its streak, secured the top spot with a score of 9.81, closely followed by New Zealand at 9.61, consistently upholding a high standard of democracy. Following suit are Iceland, Sweden, Finland, Denmark, Ireland, Switzerland, the Netherlands, and others.
Meanwhile, South Korea recorded a score of 8.09, ascending two spots to claim the 22nd position. Sustaining its position in the 'Full Democracy' category for four consecutive years, South Korea garnered high scores in the electoral process and pluralism criteria. Among Asian nations, Taiwan led the pack with a score of 8.92, securing the 10th position.
The United States recorded 7.85, climbing to the 29th position, but for the eighth consecutive year, it has been classified as a flawed democracy. This evaluation stems from a shift observed since 2016, moving from a 'Full Democracy' status to continuous classification as a 'Flawed Democracy' during Donald Trump's presidency, a trend that has persisted even after Joe Biden assumed office.
North Korea maintained its position at the bottom, scoring 1.08 and securing the 165th position. Prominent among nations with low scores were Myanmar and Afghanistan, where military regimes have persisted since the coup in 2021.
The average score for surveyed countries last year hit a record low at 5.23, since the index's inception in 2006. Categorically, populations residing in 'Full Democracies' constitute only 7.8% of the global population, while flawed democracies account for 37.6%, hybrid regimes for 15.2%, and authoritarian regimes for 39.4%.
As the year unfolds, the EIU anticipates a surge in elections globally, with 76 countries scheduled to hold nationwide elections. However, the analysis suggests that only 43 nations are poised to conduct completely free and fair elections.

세계 민주주의의 중심, 뉴질랜드가 2023년 기준으로 세계 167개국 중 2위를 차지하여 빛을 발하고 있다. 미국의 '이코노미스트 인텔리전스 유닛(EIU)'이 15일 발표한 '민주주의 지수 2023'에 따르면, 뉴질랜드는 10점 만점에 9.61점을 기록하여 세계적인 민주주의 선도국으로 등극했다.
EIU는 2006년부터 전 세계 167개 국가를 대상으로 다섯 가지 핵심 영역을 평가하여 민주주의 발전 수준을 산출해왔다. 이에 따르면, 지난해와 마찬가지로 노르웨이가 9.81점으로 1위를 차지하며 16연속 1위를 기록한 가운데, 뉴질랜드는 9.61점으로 뒤를 이어 높은 민주주의 수준을 고수하고 있다. 이를 기점으로 아이슬란드, 스웨덴, 핀란드, 덴마크, 아일랜드, 스위스, 네덜란드 등이 순위를 이어갔다.
한편, 한국은 8.09점을 기록하여 지난 해보다 2계단 상승한 22위에 올랐다. 4년 연속으로 '완전한 민주주의' 범주에 속한 한국은 선거 과정과 다원주의 항목에서 높은 점수를 기록했다. 아시아 국가 중에서는 대만이 8.92점으로 10위를 차지하며 높은 순위를 고수했다.
미국은 7.85점을 기록하여 29위에 올랐지만, 8년 연속으로 결함 있는 민주주의로 분류되었다. 이러한 평가는 2006∼2015년 완전한 민주주의에 속한 이후 도널드 트럼프 전 대통령의 임기 동안 지속된 결함 있는 민주주의로 이어졌으며, 조 바이든 행정부 출범 후에도 평가가 하락세를 보이고 있다.
북한은 1.08점으로 165위를 기록하며 최하위권에 머무르고 있다. 낮은 점수를 받은 국가 중에서는 2021년 쿠데타 이후 군사정권의 폭정이 계속되는 미얀마와 아프가니스탄이 두드러지게 낮은 등수를 기록했다.
지난해 조사대상국 전체의 평균 점수는 5.23점으로, 2006년 이래 최저치를 기록했다. 완전한 민주주의 국가에 사는 인구는 세계 인구의 7.8%에 불과하며, 결함 있는 민주주의는 37.6%, 혼합형 체제는 15.2%, 권위주의 체제는 39.4%로 나타났다.
EIU는 76개국에서 대선·총선 등 전국 단위 선거가 예정되어 있는 상황에서, 세계적으로 어느 해보다 많은 선거가 치러질 것으로 예측하고 있다. 그러나 EIU는 이 가운데 완전히 자유롭고 공정한 선거가 가능한 국가는 43개뿐으로 분석해 밝혔다.
