New Zealand's Minister of Construction, Chris Penk, has unveiled plans to eliminate the need for construction approval for 'Granny flats' through a comprehensive reform of the building permit system.
The government aims to reduce housing construction costs and enhance the availability of construction materials by simplifying the approval process, as stated by Minister Penk. He explained that this reform will strengthen the resilience of New Zealand's supply chain by promoting competition in construction materials and lowering material costs.
Currently, the use of foreign construction products requires approval from building permit authorities and council committees, posing challenges for independent construction operators. Therefore, the government intends to clarify and standardize these rules through improvement.
In 2022, the approved construction cost per square meter for standalone homes was $2591, with Australia significantly more competitive at $1743.
There is also a declining trend in the approval of total housing units, with 37,239 homes approved by December 2023, a decrease from the previous year's 49,538 units.
Minister Penk emphasized that New Zealanders are bearing excessively high costs for construction materials, pointing out the need to stimulate competition and addressing the current monopolistic nature of the construction material supply.
As part of the new coalition government agreement, very small residential flats will be exempt from building permits, requiring only an engineer's report.
Additionally, the government plans to address issues such as the shortage of gib board in 2022 by opening up the market to more foreign raw materials. These changes are expected to enable the fair use of innovative foreign raw materials in New Zealand, promoting competition in the raw material supply and contributing to cost reduction.
One option under consideration is allowing automatically approval for foreign raw materials with similar specifications and conditions to those already performing identical tasks in Australia. The minister anticipates that it will take several months to draft and finalize these regulations.

현재 해외 건축제품 사용에는 건축허가 당국과 협의회의 사용승인이 필요한데, 이 절차가 어려워 건축업자들이 어려움을 겪고 있다. 따라서 정부는 규칙을 명확하고 일관성 있게 개선하고자 하고 있다.

더불어 해외 원자재 시장을 더욱 개방하여 2022년 gib보드 부족 문제를 해결하겠다고 밝혔다. 이러한 변화가 뉴질랜드에서도 해외 원자재를 공정하게 사용 가능하게 만들며, 원자재 공급의 경쟁을 촉진하고 비용을 낮추는데 기여할 것으로 예상된다.
한 가지 옵션으로는 호주와 같이 이미 동일한 작업과 조건을 가진 해외 원자재는 자동으로 뉴질랜드에서도 승인되도록 하는 것이다. 장관은 규정 개선 작업에는 몇 달이 소요될 것으로 예상된다.
