According to the results of the 2023 Corruption Perceptions Index conducted by Transparency International (TI), New Zealand has achieved a score of 85 out of 100, securing the 3rd position globally. While this marks a decline from the 2nd position in the previous year, New Zealand continues to maintain a high ranking.
Denmark claimed the top spot with 90 points, followed by Finland with 87 points. Subsequently, New Zealand (85 points), Norway (84 points), and Singapore (83 points) closely followed. New Zealand's score of 85 places it in close proximity to the top two nations.
On the other hand, South Korea has experienced a one-step decline in its ranking, landing at the 32nd position with a score of 63 after seven years. The Corruption Perceptions Index (CPI) evaluates the level of corruption in the public and political sectors, with higher scores indicating a cleaner and more transparent society.

While expressing disappointment about New Zealand's decline in the rankings, New Zealand Ombudsman Peter Boshier mentioned that the country still maintains a high ranking. However, he emphasized the need for more open and transparent administration in the future.
Boshier stated, "Internationally, trust in New Zealand depends on transparency and management systems." According to the findings of the State Services Commission, he pointed out that the response regarding openness and transparency about information from public officials is low. He emphasized the necessity for increased transparency in the relationship between the public and elected representatives, stating that this is crucial for enhancing trust in New Zealand.
"South Korea, Ranking Drop After 7 Years… Challenges in Anti-Corruption Efforts"
In contrast, South Korea has received a score of 63 out of 100, leading to a drop to the 32nd position among 180 countries globally. This marks a decline after seven years since the implementation of the Anti-Graft Act in 2016, and it remains the same as last year among the OECD's 38 countries, securing the 22nd position.
The South Korean Transparency Organization assessed that warning signs have emerged, indicating challenges in the overall anti-corruption efforts in society. Particularly, concerns were raised about the 'elite cartel-type corruption' in the upper echelons of society, highlighting it as a core social issue in South Korea.
Yoo Cheol-hwan, Chairman of the South Korean Commission for Public Integrity, stated, "To elevate national integrity, I will do my utmost to uphold laws and principles, realizing a clean and fair society that aligns with the common sense of the people."

보시어는 "전 세계적으로 뉴질랜드에 대한 신뢰는 투명성과 관리 체제에 달려 있다"며, 공공서비스위원회의 조사 결과에 따르면 공무원의 정보에 대한 개방성과 투명성에 대한 응답이 낮다고 지적했다. 그는 대중과 선출된 대표자 간의 관계에서 투명성이 더 높아져야 하며, 이것이 뉴질랜드의 신뢰를 증진시킨다고 강조했다.
"한국, 7년 만에 순위 하락…반부패 노력에 차질"
한편, 한국은 100점 만점에 63점을 받아 세계 180개 나라 중 32위로 순위가 하락했다. 이는 2016년 청탁금지법 시행 이후 7년 만의 하락이며, OECD 38개국 중에서는 22위로 지난해와 같다.
한국투명성기구는 "사회 전반의 반부패 노력에 차질이 발생하고 있다는 경고등이 켜진 것"이라고 평가했다. 특히 "사회 상층의 ‘엘리트 카르텔형 부패’가 (한국의) 핵심 사회문제로 지적되고 있다는 점에 비춰볼 때 반부패 청렴 사회로 나아가는 길이 멀어지는 것이 아닌가 우려된다"고 지적했다.
유철환 한국 권익위원장은 "국가 청렴도 상승을 위해 법과 원칙을 지켜 국민 상식에 부합하는 청렴하고 공정한 사회를 구현해 나가도록 최선을 다하겠다"고 말했다.
