In a recent speech by Paul Conway, Chief Economist of the Reserve Bank of New Zealand (RBNZ), expectations for further interest rate cuts seem increasingly difficult. Conway, in his long-awaited address, explained that the current Official Cash Rate (OCR) standing at 5.5%, following a sharp increase in the OCR that was halted in May last year, is effectively cooling inflation, which has slowed to an annual rate of 4.7% according to recent data.

Despite signs of the economy slowing down and inflation decreasing due to monetary policy, Conway mentioned, "There is still a long way to go." He specifically avoided discussing how the slowdown in inflation and economic contraction might impact future rate decisions while expressing anticipation for more details in the Monetary Policy Statement scheduled at the end of next month.

Conway emphasized a cautious stance, stating, "I am speaking very carefully here. I will not provide any predictions about the future of the OCR." However, he noted that the economic downturn in the September quarter did not significantly decrease demand, and the comparative static inflation, a measure of domestic price pressure, remains at a high level, requiring "more effort to bring it down."

While the central bank signaled in its November Monetary Policy Statement that there would be no rate cuts before the mid-2020s, the financial market predicts at least two rate cuts this year, possibly in May. Conway highlighted the strong increase in immigration over the past year, driving demand and pushing up rents and fees.

Nevertheless, Sharon Zollner, Chief Economist at ANZ, dismissed Conway's speech as "almost meaningless." She stated, "Overall, the data interpretation can be explained based on facts, and while the February Monetary Policy Statement was carefully expressed to leave options open for where it might reach, it certainly is not explicitly dovish."
