New Zealand's National Party Secures Victory in General Election, Christopher Luxon Set to Assume Office as Prime Minister
In a significant electoral triumph, New Zealand's leading political party, the National Party, has emerged victorious in the general election, paving the way for political novice Christopher Luxon to assume the role of Prime Minister at the age of 53. While the National Party marks its return to power after a seven-year hiatus, it has fallen short of an outright majority, hinting at the likelihood of a coalition government.
According to reports from Reuters on the 15th, Prime Minister-elect Luxon stated during a press conference, "We are committed to establishing a robust and stable government," as he initiated discussions on the formation of a coalition government.
The National Party, led by Luxon, dominated the general election held the previous day, securing an impressive 39% of the vote, surpassing the Labour Party, which had been in power for the past six years with a 27% share. The Green Party garnered 11% of the vote, the conservative ACT Party received 9%, and the right-wing nationalist New Zealand First Party achieved a 6% share of the vote.
However, despite securing 50 out of 121 total seats in Parliament, the National Party fell short of an outright majority. Consequently, it appears likely that they will need to form a coalition with the ACT Party, which is projected to win 11 seats. If the ACT Party secures only 10 seats, the National Party would also have to consider a coalition with the nationalist New Zealand First Party.
The New Zealand Parliament consists of 70 constituency seats and 50 proportional representation seats, totaling 120 seats. Nevertheless, due to the mixed-member proportional representation system, the number of seats is expected to increase to 121. Official election results will be announced on November 3.
Prime Minister Chris Hipkins of the incumbent Labour Party acknowledged their defeat, remarking, "Considering the vote share, it is clear that the Labour Party is not suited to forming the next government." He made this statement during a call to Prime Minister-elect Luxon. Hipkins assumed office in January, filling the position left vacant by the abrupt resignation of the previous Prime Minister, Judith Collins. However, due to economic challenges and a decline in the Labour Party's popularity, he faced a defeat in the general election.
Christopher Luxon, the Prime Minister-elect, entered politics three years ago after serving as the CEO of Air New Zealand, the country's leading airline. His political entry came at a time when discontent with the Labour Party was growing due to the economic challenges brought about by the COVID-19 pandemic. Luxon's campaign promises, including tax cuts, resonated with voters.
Following the confirmation of his victory the previous day, Luxon declared, "We will make our country a significantly better place than it is today," emphasizing plans to rebuild the economy, reduce tax burdens, lower living costs, and restore law and order.
Christopher Luxon pursued a degree in commerce at the University of Canterbury before working for the multinational consumer goods company Unilever. In 2011, he shifted to Air New Zealand, and the following year, he assumed the role of CEO, leading the company for eight years before entering the political arena.
Some analysts suggest that Luxon's journey to address New Zealand's soaring living costs may not be without challenges. Craig Renney, Policy Director of the New Zealand Council of Trade Unions, commented, "He is likely to face headwinds rather than tailwinds," and raised doubts about his ability to drive strong policy initiatives.

럭슨 대표가 이끄는 국민당은 전날 치러진 총선에서 점정 39%의 득표율로 6년간 집권한 노동당(27%)을 눌렀다. 녹색당은 11%, 보수당인 액트(ACT) 당은 9%, 우익 민족주의 성향인 뉴질랜드제일당은 6%를 각각 득표했다.
하지만 국민당은 전체 의석수 121석 가운데 50석을 차지해 과반에 못 미쳤다. 국민당은 11석을 가져갈 것으로 예상되는 액트당과 손잡을 것으로 보인다. 액트당의 의석이 10석에 그치게 되면 국민당은 민족주의 성향인 뉴질랜드제일당과도 연정해야 하는 상황이다.
뉴질랜드 의회는 지역구 70석과 비례대표 50석 등 총 120석으로 구성돼 있지만, 혼합비례대표제에 따라 의석을 배분해 121석으로 늘어날 전망이다. 공식 투표 결과는 11월 3일 발표된다.
집권 여당인 노동당의 크리스 힙킨스 총리는 "수치(득표율)를 보면 노동당이 (차기) 정부를 구성할 위치에 있지 않다"면서 럭슨 대표에게 전화를 걸어 패배를 인정했다고 밝혔다. 힙킨스 총리는 지난 1월 갑작스럽게 사임한 저신다 아던 전 총리의 뒤를 이었지만, 경기 악화로 노동당의 지지율이 추락하며 총선에서 패하게 됐다.
럭슨 대표는 뉴질랜드 대표 항공사인 에어뉴질랜드 최고경영자(CEO) 출신으로 3년 전 정계에 입문했다. 그는 코로나19 이후 경기침체로 집권 노동당에 대한 불만이 커진 상황에서 감세 등을 공약으로 내걸어 표심을 얻었다.
럭슨 대표는 전날 승리가 확정 된 후 “우리는 (지금보다) 훨씬 더 좋은 나라를 만들 것”이라며 “경제를 재건하고 세금 부담을 줄이며 생계비도 낮추고 법과 질서도 회복하겠다”고 강조했다.
럭슨 대표는 캔터베리 대학에서 상업을 공부한 후 다국적 생활용품 기업 유니레버에서 일했다. 2011년엔 에어뉴질랜드로 자리를 옮겨 이듬해 CEO에 올랐고, 8년 동안 회사를 이끌다 정계에 입문했다.
일각에선 정치 신예인 럭슨 대표가 뉴질랜드의 치솟는 생계비를 해결하는 과정이 순탄하지 않을 것이란 분석도 나온다. 크레이그 레니 뉴질랜드 노동조합협회 정책 국장은 "그는 순풍이 아닌 역풍을 맞게 될 것"이라며 "그가 얼마나 강력한 의제를 추진할 수 있을 지 진정성에 의문이 커지고 있다"고 말했다.
