Government Proposes Legislation to Relax Regulations on Construction of Buildings Under 60m²

 

Today, Minister of Housing Chris Bishop and Deputy Prime Minister Peters have introduced a new bill aimed at easing regulations to facilitate easier construction of buildings up to 60㎡.

Under this proposed legislation, small-scale homes such as Granny flats can be built in rural areas or vacant spaces without the need for building permits or resource consents, provided they meet specific criteria. These homes will be constructed under simple designs by trusted construction firms and will be notified to local authorities.

Deputy Prime Minister Peters highlighted that these changes aim to offer families new living options and alleviate the burden of housing costs. He emphasized that disadvantaged communities in high-cost housing areas stand to benefit the most. It was also noted that current housing expenses impose significant financial strain on a substantial portion of households.

Minister Bishop expressed optimism that easing regulations will expedite the construction process and reduce costs associated with existing resource consents.

A final decision on the bill is expected by the end of the year, with legislative amendments scheduled for mid-2025.

The small-scale housing construction sector has responded positively to the potential relaxation of Granny flat regulations. Mobile home builders assess that spaces adequate for kitchens, lounges, and two bedrooms with bathrooms are sufficient for residential purposes.

오늘, 주택부 장관 크리스 비솝과 부총리 피터스는 새로운 법안을 통해 최대 60㎡의 건축물을 더 쉽게 건설할 수 있도록 규제를 완화하는 내용의 법안을 발의했다.

이 법안은 특정 기준을 충족하는 한, Granny flat과 같은 소규모 주택이 건축 허가나 자원동의 없이 농촌지역이나 빈 공간에 건설될 수 있도록 했다. 이러한 주택은 신뢰할 수 있는 건설업체에 의해 간단한 설계로 짓게 되며, 지방 정부에 통보된다.

부총리 피터스는 이러한 변화가 가족들에게 새로운 생활 방식을 제공하고 주거 비용 부담을 줄여줄 것이라고 설명했다. 또한, 주택비용이 높은 지역 사회적 약자들에게 더 큰 혜택을 줄 수 있다고 강조했다. 현재 주택비용이 높아져 가구의 상당 부분이 주거 비용에 많은 비용을 지불하고 있다고도 덧붙였다.

비솝 장관은 규제 완화가 건축 프로세스를 가속화시키고, 기존의 자원동의 비용을 절감할 수 있을 것으로 기대된다고 밝혔다.

이 법안에 대한 최종 결정은 연말까지 이뤄지며, 입법 개정은 2025년 중반에 이뤄질 예정이다.

소규모 주택 건설업계에서는 Granny flat의 규제가 완화될 가능성에 대한 긍정적인 반응이 나오고 있으며, 이동식 주택 건설업체들은 적당한 크기의 주방, 라운지, 그리고 두 개의 침실을 포함한 욕실을 갖춘 주거 공간으로 충분하다고 평가하고 있다.
