In the New Zealand real estate market, concerns are mounting among tenants as experts in the field argue that the new government's real estate policies may further worsen conditions for landlords and investors. According to TVNZ reports, the National Party's proposed relaxation of regulations on foreign real estate investment has been put on hold due to ongoing coalition government negotiations. However, the new government still plans to implement measures to stabilize affordable housing for the working class.

The new amendments include replacing the 10-year Brightline Test with a 2-year test and gradually applying the deduction of mortgage interest amounts. With this revision, the period during which residential properties can be sold tax-free is shortened from 10 years to 2 years, allowing investors to expect rental yields at levels similar to the mortgage interest rates they bear.

However, Chris Sunderland of the Auckland Property Investors' Association highlighted that landlords are feeling a significant burden due to rising interest rates, affecting their ability to repay loans. As a result, the enforcement of new mortgage regulations is expected to somewhat alleviate the economic burden on landlords.

George Rogers, Chairman of Renters United, representing tenants, warned that tenants are likely to face challenging times as there is a shortage of rental properties in the real estate market. He also expressed concern that "no-cause evictions" may be reinstated, allowing landlords to terminate lease agreements with a 90-day notice without providing a specific reason.

During the election campaign, the National Party promised to mitigate the impact on landlords, prevent unnecessary eviction measures that harm landlords, and abolish various regulations, including raising rents. In response, George Rogers, Chairman of Renters United, predicted that more people would be evicted from their homes, and tenants would feel as if they are at the mercy of others' homes in the future.

새로운 개정안에는 10년 만기 브라이트라인 테스트를 2년 만기 테스트로 대체하고, 모기지 이자 공제액 반환을 단계적으로 적용하는 내용이 포함되어 있다. 이 개정으로 인해 거주용 주택을 세금 없이 팔 수 있는 기간이 10년에서 2년으로 단축되면서 투자자들은 자신이 부담한 주택담보대출 금리와 동일한 수준의 임대 수익률을 기대할 수 있게 되었다.

그러나 오클랜드 부동산 투자자 협회의 크리스틴 서덜랜드는 금리 상승으로 인해 대출금 상환능력이 저하되면서 집주인들이 큰 부담을 느끼고 있다고 전했다. 이에 따라 새로운 모기지 규정 시행으로 집주인들의 경제적 부담이 다소 줄어들 것으로 전망되고 있다.

세입자를 대변하는 세입자 연합(Renters United)의 조지 로저스 회장은 부동산 시장에서 임대할 수 있는 부동산이 부족하기 때문에 임차인들이 힘든 시기를 겪을 것이라며, 임차인들이 조만간 구제를 받을 가능성은 거의 없다고 밝혔다. 그는 또한 이유 없는 퇴거(Nocause evictions)가 다시 시행될 수 있다고 경고했다. 집주인은 이유 없이 90일 전에 통지하면 임대 계약을 종료할 수 있게 되면서 세입자를 내보낼 수 있다.
