New Zealand is edging closer to achieving its smoke-free nation goal thanks to effective regulations and policies regarding e-cigarettes. According to the recently released 'Smoke Free New Zealand' report, the smoking rate among New Zealanders aged 15 and over dropped to 6.8% in 2023, bringing the country near its smoke-free target.

The report, authored by the international public health network 'Smoke Free Sweden,' details New Zealand's successful anti-smoking policies and their outcomes. A smoke-free nation is defined by the World Health Organization (WHO) as a country where the smoking rate is below 5%. This standard is increasingly being embraced worldwide, with the European Union setting a target for its member states to become smoke-free by 2040. New Zealand aims to reach this milestone by 2025.

The notable decrease in New Zealand's smoking rate can be attributed to the 'Tobacco Harm Reduction Policy' introduced in 2019. This policy recognizes e-cigarettes as a smoking cessation tool and legalized non-combustible products from 2020. Consequently, New Zealand’s smoking rate plummeted from 11.9% in 2020 to 6.8% in 2023, a significant achievement.

According to the report, around 80% of e-cigarette users were former or current smokers. This indicates that New Zealand has successfully transitioned to using less harmful non-combustible products following the introduction of the tobacco harm reduction policy. The daily use rate of e-cigarettes increased from 2.6% in 2017 to 9.7% in 2022.

Shane Reti, New Zealand's Minister of Health, commented, "E-cigarettes have made a substantial contribution to the reduction in adult smoking rates and will continue to be an important tool in the fight against smoking." E-cigarettes are reported to contain only 1.4% of the harmful substances found in traditional cigarettes, due to the lack of combustion.

Professor Marewa Glover, a key author of the report, emphasized that New Zealand’s decline in smoking rates is the result of "strong anti-smoking campaigns, educational initiatives, media information, and clear guidelines for public health professionals," reflecting the government's proactive efforts. With these policies and initiatives, New Zealand is steadily advancing towards its goal of becoming a smoke-free nation.
