The decrease in expenditure costs stemmed from reductions in cyclone recovery expenses and delays in payments for housing and certain regional subsidies, totaling $1.4 billion. Furthermore, net debt, amounting to $173.7 billion or 42.9% of the economy's size, was lower than anticipated. The government resorted to increased short-term borrowing to cover normal expenses.

According to the latest report from the OECD, the New Zealand government is strongly urged to swiftly achieve fiscal balance, emphasizing that all tax cuts must be fully offset by expenditure reductions and increased revenues. However, Finance Minister Nicola Willis has announced that the tax reduction proposals in the May 30 budget will be fully supported and continue as planned.
