Government reveals first changes to Resource Management Act
In 2024, the New Zealand government is in the process of conducting a primary amendment to the Resource Management Act (RMA), which is expected to result in the abolition or modification of regulations in various sectors including mining and agriculture. This revision covers various aspects excluding resources, with notable inclusions such as winter grazing, Te Mana o te Wai, and mining consents. Te Mana o te Wai represents a fundamental concept introduced by the New Zealand government in 2020 within the essential freshwater regulations.
Minister for RMA Reform, Chris Bishop, announced this plan on Tuesday, expressing the government's expectation for it to be presented to parliament by mid-year and anticipated to be passed by the end of the year. He emphasized that the objective of this amendment is to alleviate regulatory burdens on resource consent applicants and promote the development of primary industries including agriculture and mining. Moreover, he highlighted that the changes in this bill are focused on swift implementation and providing certainty to parliament and consent applicants.
The highlighted five changes are as follows:
- Abolition of winter grazing regulations
- Removal of low slope maps from stock exclusion regulations
- Suspension of requirements for identifying new significant natural areas for three years
- During the review of national freshwater management policies, resource consents no longer need to be justified according to the obligations of Te Mana o te Wai
- Re-alignment of coal mining consent pathways
The revised mining policy has already been announced by Minister of Resources, Shane Jones. Agriculture Minister Todd McClay confirmed the cabinet's agreement on stock exclusion and winter grazing changes, emphasizing a focus on farm-level and regionally appropriate solutions.
Environment Minister Andrew Hoggard acknowledged that while these changes are justified, there are complaints from sector groups and farmers about the current system being too complex. Conversely, Labour Party spokesperson on environment Rachel Brook criticized the changes as short-sighted, prioritizing short-term gains over environmental protection. Simultaneously, Green Party spokesperson Ranfam expressed concerns that these changes will accelerate the decline of ecosystems and exacerbate the climate crisis.

- 재고 제외 규정에서 저경사 지도 삭제
- 신규 주요 자연 지역 식별 요구사항 3년간 중단
- 담수 관리 국가 정책 성명 검토 동안 자원 동의는 Te Mana o te Wai의 의무 계층에 따라 입증할 필요 없음
- 석탄 채굴 동의 경로 재조정
변화된 채굴 정책은 이미 셰인 존스 자원부 장관에 의해 발표되었다. 이에 대해 농업 장관 토드 맥클레이는 가축 배제와 겨울 방목 변경에 대해 내각이 합의했다고 밝혔으며, 농장 수준과 지역적으로 적합한 해결책에 중점을 둘 것이라고 전했다.
