In a joint declaration by Commerce Minister Andrew Bailey and Housing Minister Chris Bishop, the government has announced plans to reform financial services to increase accessibility to housing and other loans, while strengthening customer protection.
Minister Bailey highlighted the exacerbation of unnecessary costs and loan barriers due to excessive regulations. He emphasized the need to abolish overly regulatory economic viability regulations, spanning up to 11 pages, to ensure citizens can access financial services with peace of mind.
Additionally, Minister Bailey noted a significant increase in loan processing times. What once took a few hours for small-scale loans now extends up to a maximum of 8 hours.
Housing Minister Chris Bishop pointed out the challenges faced by homebuyers due to changes in the CCCFA. He stated, "Unprecedented increases in home prices and high-interest rates have made home purchases increasingly difficult."
One of the key aspects of this reform is simplifying regulations for evaluating the economic viability of loans. These changes aim to ensure that loan institutions act responsibly while avoiding excessive regulation.
Furthermore, the government announced changes to financial dispute resolution systems. This includes adjustments to the rules of approved financial dispute resolution systems, with an increase in the maximum payment amount.
Alongside these changes, the redundant COVID-19 exemptions in the CCCFA are set to be abolished. This will allow local authorities to manage voluntary target interest rate systems more effectively, reducing unnecessary compliance costs.
The second phase of this reform includes simplifying legislation related to the CCCFA and enhancing effectiveness. It is anticipated that clarifying the requirements for financial institution licenses and ensuring flexibility will increase the stability of financial services.
This reform is expected to provide citizens with better loan accessibility and a more stable financial market to rely on.

이와 함께 CCCFA에서의 중복된 코로나19 면제도도 폐지될 예정이며, 이로써 지역 당국은 불필요한 규정 준수 비용을 절감하고 자발적인 목표 금리 체계를 보다 효과적으로 관리할 수 있게 된다.
이번 개혁의 두 번째 단계에서는 CCCFA와 관련된 법안을 간소화하고 실효성을 제고하는 등의 조치가 이뤄질 예정이다. 또한, 금융기관의 행위허가 요건을 명확히 하고 유연성을 확보하도록 하여 금융 서비스의 안정성을 높일 것으로 예상된다.
