The National Party government has announced the termination of the Road User Charges (RUC) exemption for electric and plug-in hybrid vehicles under a new policy led by Minister of Transport Simeon Brown. This decision marks the first phase of the National Party-ACT coalition agreement to implement a uniform RUC system for all vehicles.
The exemption is set to conclude on April 1st, with Minister Brown stating, "The transition to RUC is about fairness and equity. All road users should contribute to the maintenance and management of roads, regardless of the vehicle they choose."
Minister Brown further explained, "Plug-in hybrids, powered by both electricity and petrol, were subject to petrol taxes but not at the same level as petrol vehicles. To prevent double taxation through fuel consumption tax and RUC, these vehicles will pay a reduced RUC fee."
As a result of this policy shift, owners of compact electric vehicles will now pay $76 per 1000 km, aligning with equivalent diesel vehicles. Owners of plug-in hybrid vehicles have been adjusted to pay a discounted fee of $53 per 1000 km, avoiding double taxation after paying the reduced tax.
The Automobile Association welcomes the government's decision, with MTA CEO Lee Marshall stating, "We supported this policy, and we are pleased the government listened. There is no doubt that the RUC exemption for electric vehicles has increased road usage." He emphasized the positive impact of the existing policy.
The implementation of this policy is expected to accelerate the adoption of electric and plug-in hybrid vehicles, highlighting the contributions of vehicle owners to road maintenance costs.

자동차산업협회는 정부의 결정을 환영하며, MTA 최고경영자 리 마샬은 "우리는 이 정책을 지지했으며 정부가 이를 경청해 준 것을 기쁘게 생각한다"고 밝혔다. 그는 또한 "전기차에 대한 RUC 면제가 도로 주행 횟수를 증가시켰다는 것은 의심의 여지가 없다"며 기존 정책의 효과를 강조했다.
이 정책의 실시로 전기차와 플러그인 하이브리드 차량의 보급이 더욱 가속화되며, 도로 유지비에 참여하는 차량 소유자들이 공헌하는 모습이 더욱 두드러지게 될 것으로 예상된다.
