New Zealand accuses China-backed hackers of cyberattacks on parliament
The New Zealand government's claims of cyber espionage, allegedly supported by China, targeting parliamentary information, have garnered international attention.
On the 26th, the New Zealand government announced that hackers affiliated with the Chinese government conducted cyber operations targeting the New Zealand Parliament in 2021, with national support. According to reports from the Associated Press and others, just a day after the United States announced criminal prosecution and sanctions against seven Chinese hackers who targeted U.S. bureaucrats, journalists, corporations, democracy activists, and the UK election system.
Minister Judith Collins of the Government Communications Security Bureau (GCSB) stated, "The National Cyber Security Centre (NCSC) of the GCSB completed a technical assessment in cooperation with the Parliamentary Service and the Office of the Clerk of the House in 2021, and determined that this activity (cyber operation) was the work of 'APT40', a Chinese state-sponsored group." She further stated, "NCSC has confirmed the connection between malicious cyber activities targeting New Zealand parliamentary institutions and APT40, which is sponsored by China."
Minister Collins added, "Fortunately, NCSC collaborated with affected institutions to suppress activities (cyber attacks) and remove attackers immediately upon network access." She also condemned, "Utilizing cyber-based operations to disrupt democratic institutions and processes is unacceptable anywhere."
The hacked networks contained crucial information enabling the effective functioning of the New Zealand government. However, Minister Collins noted that New Zealand would not follow the sanctions imposed by the United States and the United Kingdom as there are no laws allowing such penalties, and there are no plans to introduce legislation.
Foreign Minister Winston Peters confirmed conveying the nation's concerns to Wang Xiaolong, the Chinese Ambassador to New Zealand. Minister Peters stated, "Such forms of foreign interference are unacceptable," adding, "We have urged China to refrain from such activities in the future." He further emphasized, "New Zealand will continue to voice concerns consistently and predictably if there are apprehensions regarding such actions."
Minister Peters, during a meeting last week with the Chinese Charge d'Affaires and Director-General of Foreign Affairs, stated, "Both countries share important and complex relations," and added, "While we cooperate with China in certain areas for mutual benefits, we have consistently and clearly voiced our concerns about troubling issues."

뉴질랜드 정부가 중국의 지원을 받은 사이버 공작이 의회 정보에 접근했다고 주장함에 따라 국제 사회로부터 주목을 받고 있다.
뉴질랜드 정부는 중국 정부와 연계된 해커들이 국가적 지원을 받아 2021년 뉴질랜드 의회를 표적으로 삼아 사이버 공작을 진행했다고 26일 발표했다. 이와 관련해 AP통신 등에 따르면 미국과 영국도 미국의 관료, 언론인, 기업, 민주화 운동가 및 영국 선거 시스템을 겨냥한 사이버 공작을 실행한 중국 해커 7명에 대한 형사 기소 및 제재를 발표한 지 하루 만에 나온 것이다.
정부통신보안국(GCSB)의 주디스 콜린스 장관은 이 같은 주장을 통해 "GCSB의 국가사이버보안센터(NCSC)는 2021년 의회 자문실과 의회 사무처의 협조 하에 기술 평가를 완료했으며 이 활동(사이버 공작)이 'APT40'으로 알려진 중국 국가 지원 단체의 소행"이라고 밝혔다. 그는 또 "NCSC가 중국의 후원을 받는 APT40이 뉴질랜드 의회 기관을 표적으로 삼는 악의적인 사이버 활동 사이의 연관성을 확인했다"고 말했다.
콜린스 장관은 "다행히도, NCSC는 영향을 받은 기관들과 협력해 활동(사이버 공격)을 억제하고 네트워크에 접속한 직후 공격자를 제거했다"고 덧붙였다. 그는 또 "민주주의 제도와 프로세스를 방해하기 위해 사이버 기반 공작을 이용하는 것은 어디서든 용납될 수 없다"고 규탄했다.
