According to ASB's outlook on the New Zealand economy, while a decrease in inflation is anticipated, a reduction in interest rates is expected to be challenging until the second half of 2024.

The Statistics New Zealand (Stats NZ) is set to release the Consumer Price Index (CPI), representing the inflation rate of New Zealand households, on Wednesday. ASB economic experts anticipate a quarterly increase of 0.5% in the headline CPI during the 4th quarter (September-December). However, ASB predicts that the annual inflation rate will reach 4.7% from December 2022 to December 2023, marking the lowest level since early 2021.

ASB's projections are slightly lower than the Reserve Bank of New Zealand's (RBNZ) forecast of a quarterly increase of 0.8% and an annual inflation of 5%. Mark Smith, Chief Economist at ASB, anticipates overall price stability due to a decline in food prices and some durable goods, influencing tradeable prices.

Food prices decreased by 0.1% in December compared to November 2023, marking a consecutive four-month decline. The annual inflation in food prices for December was 4.8%, but ASB expects this figure to drop below 3% by the mid of 2024.

The decrease in prices for petrol, accommodation, tobacco, and alcoholic beverages in December is expected to contribute to lowering inflation. Smith mentioned, "The resolution of the price premium accumulated during the COVID-19 period is likely to be a key catalyst for CPI inflation returning to below 3% by the second half of this year."

However, Smith highlighted that overall CPI inflation has exceeded the upper limit of the 1-3% inflation target band for almost three years, and there is still considerable uncertainty regarding inflation forecasts. He emphasized that the central bank would be cautious about the risk of CPI inflation remaining above 3%, maintaining a limited official cash rate (OCR) setting necessary to consistently bring inflation below the target.

Smith warned that if there is no progress in reducing inflationary stagnation, OCR cuts may be delayed until 2025.

ASB의 전망치는 중앙은행(RBNZ)이 전망한 분기별 0.8% 상승과 연간 인플레이션 5%보다는 다소 낮은 수준이다. ASB의 수석 경제학자 마크 스미스는 식품 가격 하락과 일부 내구 소비재 가격 하락으로 인해 거래 가능한 가격이 전반적으로 보합세를 보일 것이라고 전망했다.

식품 가격은 2023년 11월 대비 2023년 12월에 0.1% 하락하며 4개월 연속 하락했다. 12월 연간 식품가격 인플레이션은 4.8%로 나타났으며, ASB는 이 수치가 2024년 중반까지 3% 아래로 떨어질 것으로 예상하고 있다.

휘발유, 숙박, 담배 및 주류 가격이 12월에 인하되어 인플레이션을 낮추는 데 도움이 되었을 것으로 예상되며, 스미스는 "코로나19 기간 동안 쌓인 가격 프리미엄이 해소되는 것은 올해 하반기까지 CPI 인플레이션이 3% 이하로 복귀하는 것을 예고하는 핵심 촉매제가 될 것"이라고 말했다.

하지만 전체 CPI 인플레이션은 3년 가까이 1~3%대 인플레이션 목표 밴드의 상한선을 넘었고, 인플레이션 전망에 대해서는 여전히 불확실성이 많다고 스미스는 언급했다. 그는 중앙은행이 CPI 인플레이션이 3% 이상으로 고착될 위험을 경계하며, 지속적인 기준으로 인플레이션을 목표치 아래로 낮추는 데 필요한 제한적인 공식 현금 금리(OCR) 설정을 유지할 것이라고 덧붙였다.

스미스는 "OCR이 2024년 상반기 이전에 더 낮아지려면 큰 디플레이션 충격이 필요할 것"이라며, 인플레이션 정체를 낮추는 데 진전이 없을 경우 OCR 인하가 2025년까지 늦춰질 수 있다고 경고했다.
