According to the latest data, the government housing waiting list is expanding once again, raising concerns among experts in social economics. An economist is urging the government to swiftly address the issue of a shortage in affordable housing supply.
As per data released in October, over 25,000 households have added their names to the government housing waiting list, marking an increase of around 2,000 households compared to the beginning of the year. This upward trend is clearly reflected in the registration rates of applicants over the past few months.
The average time it takes to secure government housing has increased to nearly 300 days from July to September, a significant jump from previous months, indicating a rapid surge in waiting periods for applicants.
This situation emerges as a new challenge for the government, alongside rising housing costs, and the government has announced plans to innovate social housing policies within the first 100 days of its term.
Experts analyzed the increase in applicants in August, attributing it to various factors such as the impact of Cyclone Gabriel and tenant issues.
Gareth Kiernan, Senior Forecaster at Infometrics, pointed out that the rising figures underscore the ongoing housing shortage in New Zealand. "Despite a slight decline, the increase in waiting lists is significantly surpassing historical levels," Kiernan noted.
Past housing ministers argued that data before 2017 did not adequately reflect the housing need, leading to a significant increase in figures. However, despite a decrease in housing demand last year, the growth rate of new registrations clearly diminished.
This decline is attributed to changes in department procedures, enabling quicker exclusion of individuals from the waiting list, with officials stating, "Housing registrations for a year were completed in just 12 weeks."
Kiernan explained that the sharp increase in housing prices from 2015 to 2022 triggered a rapid rise in the number of housing applicants. "The affordability became challenging due to the rise in housing prices," he said.
He also expressed concern about another ripple effect of housing shortage if prices rise again, especially with increasing rent pressures in areas with active migration.
According to CoreLogic, nationwide rental rates maintain historically high levels, with the annual growth rate up to twice the long-term average by October.
Kelvin Davidson, Senior Property Economist at CoreLogic, recently explained that a reduction in housing purchases by investors has led to a contraction in rental supply.
He anticipated, "It will be interesting to see how changes in government and real estate policies will impact the coming months."
CoreLogic analyzed that this year's increase in rental rates was triggered by a shortage in supply relative to demand, particularly due to a surge in net migration.

이 상황은 주택 비용 상승과 함께 새로운 정부의 과제로 등장하며, 정부는 임기 첫 100일 이내에 사회주택정책을 혁신하겠다고 밝혔다.
전문가들은 지난 8월, 사이클론 가브리엘로 인한 영향과 세입자 문제 등 다양한 요인으로 신청자가 증가했다고 분석했다.
인포메트릭스(Infometrics)의 가레스 키어넌 수석 예측관은 이러한 수치 증가가 뉴질랜드가 여전히 주택 부족에 직면하고 있다는 현실을 재차 상기시킨다고 지적했다.
“2022년에도 대기자 수가 증가했으나, 약간의 하락세에도 불구하고 역사적 수준을 크게 상회하고 있다”고 키어넌은 언급했다.
과거 주택 장관들은 2017년 이전의 데이터가 주택 필요성을 충분히 반영하지 못했다고 주장하며, 이로 인해 수치가 크게 증가했다고 설명했다. 그러나 지난해 주택 수요는 감소했으나, 여전히 신규 등록자 수의 증가율은 뚜렷히 감소했다.

그는 또한 주택 가격이 다시 상승하고, 특히 이주가 활발한 지역에서 임대료 상승 압력이 나타날 경우 주택 공급 부족으로 인한 또 다른 파급 효과를 우려한다고 덧붙였다.
코어로직에 따르면, 전국적으로 임대료가 역사적으로 높은 수준을 유지하며, 지난 10월까지의 연간 상승률은 장기 평균의 약 두 배로 증가했다고 한다.
최근 코어로직의 수석 부동산 경제학자인 켈빈 데이비슨은 투자자들의 주택 구매가 줄면서 임대 공급이 축소되었다고 설명했다.
그는 “정부와 부동산 정책의 변화가 앞으로 몇 달 안에 어떤 영향을 미칠지 지켜보는 것이 흥미로울 것”이라고 전망했다.
코어로직은 올해 임대료 상승이 임금 상승과 ‘수요 대비 공급 부족’, 특히 순 이민자 급증에 의해 촉발되었다고 분석했다.
